  { Foster Adoption }  

Every effort is made to reunite children with their birth parents. Numerous interventions are utilized and generous time is given to allow the birth family every opportunity to reunify with the child or children removed from their care. However, in a very small percentage of our cases reunification is unsuccessful and alternate planning must be performed in order to secure a permanent, loving family for the youth.  In these instances it is often the foster family who becomes the adoptive family. Although adoption, at any age and under any circumstances, is a life-altering event, being adopted into a family they already know can minimize the disruption a child experiences. 

Enhancing Family Ties

Since the Colorado Department of Human Services is a state-monitored, county-administered program each county is entrusted to develop their own program and philosphies pertaining to the adoption of children and youth from the child welfare system. El Paso County practices almost exclusively from the position that children should be adopted from the families currently fostering them.  El Paso County also believes that, whenever possible, all youth regardless of their age should have a permanent, loving family. This means that teenagers, who would otherwise emancipate from the child welfare system alone, are encouraged to consider foster-adoption as a way to create a lifelong connection to a supportive family.
