Since the Colorado Department of Human Services is a state-monitored, county-administered program each county is entrusted to develop their own program and philosphies pertaining to the adoption of children and youth from the child welfare system. El Paso County practices almost exclusively from the position that children should be adopted from the families currently fostering them. El Paso County also believes that, whenever possible, all youth regardless of their age should have a permanent, loving family. This means that teenagers, who would otherwise emancipate from the child welfare system alone, are encouraged to consider foster-adoption as a way to create a lifelong connection to a supportive family.
